Pennsylvania operates the Pennsylvania Medical Marijuana Program, administered by Pennsylvania Department of Health.
Pennsylvania's Act 16 of 2016 was passed by the legislature and signed in April of that year, with the first dispensaries opening in February 2018. The program was built around a defined list of serious medical conditions and a certification process requiring a physician registered specifically with the state program. Pennsylvania's caregiver framework is comparatively formal: caregivers register with the Department of Health, and the state requires criminal history background checks for caregivers — screening performed by the state, never by any private platform. The 2018 addition of anxiety disorders and Tourette syndrome broadened access considerably. Pennsylvania does not permit home cultivation by patients or caregivers, which distinguishes it from neighbouring states and is the single most common source of confusion among Pennsylvania patients.
