Arizona operates the Arizona Medical Marijuana Program, administered by Arizona Department of Health Services.
Arizona's Medical Marijuana Act passed by ballot initiative in November 2010 by a margin of roughly 4,300 votes out of more than 1.6 million cast — one of the narrowest cannabis votes in American history, and close enough that the result was not certified for weeks. The Act contains an unusual geographic provision: patients living more than 25 miles from an operating dispensary may cultivate at home, a rule that made Arizona's cultivation rights depend on dispensary density rather than a flat statewide policy. Because dispensary coverage expanded over the following decade, the practical reach of that provision narrowed considerably. Proposition 207 legalised adult use in 2020 while leaving the medical program in place, and medical cardholders retain meaningful advantages including lower taxation and higher possession limits.
